What a window and door submittal has to prove

A fenestration permit is a documentation exercise. The reviewer is checking that the product approved for this opening carries the right approval for this jurisdiction, that the pressures it is rated for meet the design pressures at this address, and that the anchoring detail submitted matches the one the approval was tested with.

Two approval systems, and they are not interchangeable

Outside Miami-Dade and Broward, products carry statewide Florida Product Approval. Inside those two counties, the High-Velocity Hurricane Zone applies and products require Miami-Dade Notice of Acceptance or Florida product approval demonstrating large and small missile impact and cyclic pressure testing under Florida Building Code Chapter 16. There is no prescriptive path that avoids third-party testing in the HVHZ.

Threshold buildings in Miami-Dade now need special inspection

Under a binding interpretation of the 8th Edition Florida Building Code, Miami-Dade requires all window and door installations in threshold buildings to receive a threshold inspection by a state-certified special inspector, with a special inspection plan prepared and issued by the engineer of record. That is a resourcing decision on a high-rise, not a form to sign at the end.

Design pressures come from the parcel

Design pressures follow the address, the exposure category, the building height and the opening's location on the elevation — corner zones carry higher pressures than field zones. A product schedule that lists one pressure for the whole building will draw a comment.

Opening protection and the wind-borne debris region

Much of coastal Florida sits in the wind-borne debris region, where opening protection is required — either impact-rated assemblies or approved shutters. All of unincorporated Palm Beach County, for example, is within it. Which openings need protection, and what counts as protection, is a jurisdictional question worth settling before the order goes in rather than after.

We build the submittal package: the product approval or NOA for each assembly, the pressure schedule against the parcel's design pressures, the anchoring details as tested, and the special inspection plan where a threshold building requires one. Then we file it, track the review and answer the comments. Where the opening changes size or a header is affected, our own structural engineering handles it rather than sending you out for a consultant.
