The city permits Marathon itself. Monroe County procedures are a poor guide inside these limits, so this is what governs a file here instead.

Marathon allocates its own permits

The city operates its own Building Permit Allocation System, separate from unincorporated Monroe County's ROGO and from Islamorada's BPAS. An allocation awarded in one Keys jurisdiction does not transfer to another, and the allocation process runs entirely separately from plan review.

Area of Critical State Concern

Marathon is within the Florida Keys Area of Critical State Concern, designated in 1975. The allocation caps exist primarily to keep hurricane evacuation clearance time within a legislated limit rather than to manage growth in the ordinary sense — which is why they are not negotiable.

Its own department and portal

Marathon maintains its own Building Department and uses the Viewpoint Cloud portal. Unincorporated Monroe County, by contrast, has no online application portal at all, so nothing about the county process carries across.

Middle Keys flood compliance

Monroe County has the highest NFIP participation rate in Florida, and floodplain compliance is enforced tightly throughout the Keys. Elevation requirements, below-base-flood-elevation enclosure rules and substantial improvement determinations govern most work on existing structures.

Contractor registration requirements are confirmed with the Marathon Building Department directly. Note that Key West's specialty trade competency card requirement is a separate jurisdiction's rule and does not automatically apply here.

Key Colony Beach is a separate municipality with its own building department and its own allocation system, and the unincorporated Keys either side of Marathon file with Monroe County.
