A historic building ordinance of its own
The city administers a historic building ordinance covering work on designated property. That review sits ahead of the building permit rather than alongside it, and on Old Naples parcels in particular it is worth establishing designation status before design starts.
Collier's digital signature rule still applies county-side
For anything that falls to Collier County rather than the city, submittals go through the GMCD Public Portal on CityView and every sealed document must be digitally signed with a certificate validated by GMCD Client Services. A scanned wet signature is not a submittal. Confirm which set of rules governs the parcel before the drawings are sealed.
Contracting in Collier takes one of two routes
Collier County requires anyone engaged in construction contracting to hold either a county Certificate of Competency or state certification, both administered through the county's Contractor Licensing office with separate application and renewal paths.
Big Cypress Basin, not the main district offices
Site work in this part of the state runs through the South Florida Water Management District's Big Cypress Basin, which handles environmental and right-of-way permitting locally rather than through the district's Everglades-focused offices.
